Cannot Create Subnets on Project 2002 server

I just installed a new Project Server 2002 and cannot create new subnets for uploaded projects. I'm logged on locally to the machine as the administrator. Everytime I hit "create subweb" I get an error message "Error occured when creating subweb. Subweb does not seem to exist." I can see the folders in IIS but yet it still when not go through.

Any suggestions?
 
first you have to be under windows authentication to create subwebs, project server authentication will not work due to IIS being a seperate application.

You'll need to configure com+ settings with a user that has admin rights to STS and Project Server. Use PScomplus.exe

Then run proxycfg -d -p &quot;computername&quot; &quot;<local>;fulldnsname&quot;

reboot project server and your good to go
