Cannot create mailboxes for users

I am setting up a test domain on a single machine. It is the DC and I have installed E2k plus E2k sp3. When I try to crate a user and a mailbox it says it created the mailbox but there is none showing in ESM.

I have tried to update and rebuild the RUS and verified it is pointing to itself. DNS is working correctly and I don't seem to get any errors in the event log. The user is being stamped by the recipient policy and receives the correct email addresses.

I have searched through MS site and other and found no info on this.
Any help would be greatly appreciated.

A mailbox in Exchange 2000 will not display in System Manager until it has been logged onto or has recieved an e-mail.
