Cannot Connect to server on SSL 110 MS-OE

XP, Outlook Express - Cannot find server on SSL 110. Is there something in Windows where I can see if something else is grabbing that port? I can go on web mail and connect to the server. I can go to another PC or laptop and connect to the server through OE. Where can I look to see what's conflicting with this application? Thanks, Maria
PS - I'm strictly Unix and don't know a whole lot about MS.

Can u receive the mail or just cannot send out the mail? If receive mail, there will be some settings wrong on your OE, ie: wrong pwd or E-mail->properties->Server->My server requires authenication need check. Pls try hope it is useful.

Cant receive mail. didn't try to send. I think I may have found the problem. My Norton Anti-Virus is expired. I checked the settings and there was an "error" status on checking email. I turned off checking in coming email and rebooted. It worked. For now. Only time will tell if this is the problem or not.
