Cannot Boot Up Newly Loaded Windows 98

I had Windows 95 and upgrade to Windows 98. After loading the files, The compter freezes on a BIOS check. I formatted my C drive and loaded again several times with the same result. I then tried to load windows 95 again to get back to normal operation, but now Windows 95 will not boot up after the load. It says
 
If you have a win98 or win95 boot disk try copying the sys files to your c drive
 
Your post does not show the error message you are receiving after loading win95. In your next post tell us what version your upgrade was? Did you fdisk? What your error messages are?
 
If your computer is locking up while the bios screen is displayed when booting it has nothing to do with win98.<br>
possibly bad mem or possibly bad cmos chip. You might try flashing your bios with the latest update. <br>
