Cannot Allocate 1TB of disk Space

I have a new server running server 2003 x64 SP1. I have a raid 5 logical drive sitting with 3940.62gb.
Now windows sees the full 3490 but only lets me allocate 2037gb. I have a remaining 1442.62gb that state unallocated and yet i can't do anything with it.
I built the raid with 64bt, so not sure why i am limited.
I have done nothing special with the build it is fresh from cd.

NTFS volumes can theoretically be as large as 16 exabytes (EB), but the practical limit is 2 terabytes.
The user can specify the cluster size when an NTFS volume is formatted. However, NTFS compression is not supported for cluster sizes larger than 4 kilobytes (KB).

 
I believe it is a basic disk issue. However I cannot change the disk to a dynamic for it says it can't change MBR drive, yet I cant change it to a GPT disk either. Is there a /3gb i can add to the boot.INI like with exchange to permit this?
Everything I have read with Microsoft says server 2003 SP1 supports 16exabytes. However Just like with most microsoft products it is not working like it should.

16 exabytes is a theoretical limit but server 2003 SP1 should support 256Tb volumes, could it be a limitation with your RAID hardware or have you tried formatting with a different cluster size?
