Cannot add Storage Group

According to Microsoft KB319218, I can add a storage group (needed to create user mailbox in AD) by right-clicking the server and selecting New from the menu. There is no new on the menu. Anyone encounter this?

I'm setting up an Exchange 2000 server for an upcoming Outlook class and need to get the mailboxes created...

Are you sure you are running Enterprise Edition ?

Yes, this is the Enterprise Edition. During the install, I had not configured NNTP, which may have been the cause of my situation. I re-installed on a different system and included NNTP in the setup and it worked just fine.
