cannot access the object "sent behind text" 1

I am working with Office 2003, I have a document that I need to modify the image. When the MSWORD document was created, the image was "sent behind text" and now I need to modify the image. How does one select the image when it is behind the text? I thought I would select the image, choose:
draw
order
bring in front of text
but since the image is behind the text, I'm not able to select it, and without selecting the image, I don't have the option to "bring in front of text".
And what piece am I missing??

In the drawing toolbar there is an arrow next to the word "Draw." If you select that arrow you will be able to click on the image to select it and then change the order.
 
I knew it was going to be something VERY SIMPLE......
