cannoit restore from backup file

We are working on a 500v2 with software 9.32 we went restore a backup as we had to default the system due to some pri problems. We are following the procedure but when we get to the login administrator and administrator it keeps giving us a password error. we have everything still on default passwords so I am at a loss.

Also, make sure you are opening an offline config using the .cfg file and then going to File-->Offline--->Send Configuration
