Cannnot Format Floppy Diskettes

I have had a chronic problem since upgrading Motherboards, I used to have an ECS K7S5A, with no problems, but a couple of months ago I bought a Gigabyte GA-7VRXP. Now I can no longer format Floppy Diskettes. When I try in Windows 2000 Explorer I get the following error: Windows was unable to complete the format, not very helpful so I went into DOS and did a Format A:, a Format /q A: and both times got the following error: Invalid media or Track 0 bad - disk unusable. I have tried on different floppy disks, including 4 different brand new ones. I read in an A+ Certification book that it would have to do with resrouce problems, but if anybody has anything slightly more specific it would be greatly appriciated. Below is the Specifications of my Computer, if that is any help.

Have you checked the BIOS setting for the drive?
Are the diskettes HD 1.44 MB (and not 700kb double density) ?
 
I have check the BIOS settings, it is set as a 1.44mb 3 1/2 in Floppy, Fast Seek is enabled. I have had the same problem with 2 floppy drives. I am using Maxwell MF 2HD Floppy Disks as well as Memorex 2SHD Floppy Disks.
 
If you boot to a boot disk (like win98), can you format there (as opposed to a dos window)? If not, maybe controller, cable, etc etc. If so, then maybe Chipset/Motherboard drivers? Mudskipper
