Can you disable (globally) the preview pane in Outlook

I'd like to disable the Outlook preview pane for all users on all machines. The only way I've seen to disable the preview pane is visiting each machine and putting the /nopreview switch after the outlook executable and this only works on 30-50% of machines. There must be a way to globally disable it. Can you tell me how?

If you mean, controlled by the Exchange Server, no.
The preview pane is an build-in option from Outlook, so that's where to disable it. If 'something' 'somewhere' gives 'some' error, excpect random guesses or no replies at all. Please specify details.

Thank you for your response. Your answer was actually the answer I expected, but a friend had told me it might be possible through group policy. But when I did some digging I did not see any options for it.
