Can,t Swap CPU

When i try to swap from cpu 0 to cpu 1 i get a message which says "Health on local side is better than remote" and the switch does not happen.
How can i fix this ?
 
Check that the HSP is configured correctly and that the reversing ethernet cable is connected between the both.
 
Try to stat health in ld135,you will see a breakdown, see what is missing from CPU 1 and go from there.
 
Silly question but do you have both ELAN's connected up

I've run into this on a couple of systems where everything looked like it was ok as far as elan health, RDUN, CNI's but as soon as you try to switch the CPU's it wont do it, and going back through all of the above still didn't show any problems.
I've only been able to clear it up by INI'ng the inactive core. This was on 4.50 SW and it happened on 61's and the 81's. On the 81 (Sorry "CS1000MG") it would usually drop the D-channel for the standby core once we tried to switch the core's. We replaced everthing between the core and the Cisco switch and even had the network team move us to a new port on a different switch but it didn't help.

Needless to say I switch cores at least monthly just to make sure I still can.
