can' t start norton with this message

Greeting,
i m getting this message when i start Norton service "norton antivirus service is not responding. if you are tring to unload the service , you need admin rights"
i 'm logged with admin rights,

i even tryied to scan the system , and i got this message " could not start scan. scan engine returns error #0x00000046"
i also tried to uninstall and reisntall, but same problem happned.

i'm runing windows 2003 as a web server only,

one more question , i have only the built in firewall, would that be good enough firewall ?

i'm really warried about the antivirus that can't start!!

any ideas where to start toubleshooting ?
 
Lots of viruses lately have been geared to kill the major AV products. Try an online scan to verify that you're not currently infected:
Other than that, are you running the Corporate Edition of NAV? This is required on a server (tho NAV usually wont even install the home and professional versions if it sees that you're running Server).
There is also a manual removal tool from Symantec to fix botched installations so that you can reinstall.

Windows firewall isn't the most secure option if you're running a web server. Even a cheap Netgear or Linksys router would provide better protection, tho more configuration is required to open the needed ports.

In regard of firewall, the server is in a data centre, so i can't really install any hardware, what do you suggest for a software firewall ?

Depends on how many sites, users, services you're running. There are various packages, from Zone Alarm to ISA Server depending on your needs. I don't know that I would recommend ZA in a business web server environment, but ISA is fairly pricey.

Here's a comparison chart of the popular software firewalls(by Outpost, tho it has the potential to be slightly bias).
