Can receive emails but I am unable to send any emails out

Hello,
I have a very weird situation, in that I am able to recieve emails but I am unable to send any out. I am not getting any bounce backs or anything, so I don't see where the emails are getting to, or what the problem is.

Could this be realted to relay settings? Please advise.

Did you try rebooting your mail server. I have a customer that has the same problem from time to time... A reboot seems to solve the problem even thought they send through their local smtp server and receive from their local POP3 connection. Exchange is there just to store the emails but somehow prevents the message from going out.
 
Yes, I did reboot the server, but still no luck in sending emails.

I now get Delivery Status Notification (Delay) emails

What you fail to mention here is WHO sends the delay, your server, or an external one?
Set your Virtual SMTP to Smarthost, and use your ISP relay to send, that could/should fix it.

What are the advantages/disadvantages of using my ISP to relay my mail, rather then doing this locally.

hello again,
my issue seems to be that all emil is halting after seeing the line "Message submitted to categorizer".
I tried rebooting the server, and after that people got ndr saying that messages couldn't be delivered in the time limit specified.

I changed the virtual SMTP to Smarthost - rebooted the server, but still no luck.

Any further suggestions!

Using Smarthost has pro and cons.
'If' you use it, your ISP will handle the queues, if you don't you do.

But, in this case, it seems any mail cannot even get out. You should check why. DNS? IP addresses wrong, a firewall blocking things... of course things we cannot see from here.
You could start with doing a test on DNS, that would be logical step 1.
