Can ping out but not respond

I've got a Dell laptop just updated to SP3 and am having issues with ping. From my PC i can ping everything on the network, even my own IP address. But a ping request from another pc to mine times out. I ran a port sniffer and all ports are disabled. Did the regular windows firewall checks enabled echo response enable ICMP, turned it off, enabled everything. Reset the TCP/IP stack no change. created a blanket policy for icmp no change. anybody have any ideas how to get the ports open. I have Nortel WMS server loaded on my laptop could that have anything to do with the ports being blocked?
 
Still no luck getting my computer to allow an echo request. Port scanner says 445 is open. I have ICMP enabled on windows firewall. At a loss now. Spent two days working on it to no avail.
 
Are you sure that the Windows firewall is the only firewall on the system? Do you have (or have you had) any AV or personal firewall software that may have put a shim in TCP/IP stack? Norton and McAffee have been notorious for leaving that kind of problem behind when removed.

If you are positive that you do not have any third party firewall running, try resetting the TCP/IP stack and see if you get the results you are after.

i was flipping through the services and there is mcafee entries but they are disabled. i tried to remove one of them and access was denied. even as an administrator. Mcafee is not a program option to be unistalled though.
 
Have you completely turned off the Windows Firewall, and uninstalled any AV, and then tried?

Also, check to see if IPv6 is installed and active, if so, then deinstall it, as it is not necessary on a home LAN and at present not widely spread out on the I've seen it cause some havoc on other networks, and it can always be reinstalled at a later time...
