Can not ser SIGO to ESN5 on a opt 61 Succession 3.0

I am building a new TIE route and need to set the SIGO for the ROUT in LD 16 to ESN5. The route defaults to STD.
In LD 17 is states to use ESN5 I need to set VSIG to YES but I do not get prompted for that option.
The system is Succession 3.0
I am trying to use ESN5 to have message lights work over the tie lines, the working trunks on other switches are configured in this way.

I found this below.

After an upgrade to RLSE 3. Distant end was at 25.40b but it applies across the board.
The setting SIGO was set to STD in the RDB which is default settings this was because package 37 was missing and could not have been picked up on the rlse 3 upgrade resulting in mismatch config at one end which is set to ESN5 the correct setting to let ncos be carried across the network .

is there any way to make message lights work without package 37 and useing ESN5?
 
Just a thought but do you have ISDN turned on in the Customer Data Block? Also have you build your d-channel yet?

yes ISDN is enabled in the CDB

Yes i built tem as SIGO = STD and they otherwise work
