What client are you running EM from? The server itself? Or a Windows client? Have you installed the Service Pack for SQL 2000? I know that SQL 7 had this problem when the EM was run from certain clients, and SQL 7 SP2 included a fix for it.
I've installed SQL Enterprise Manager on a W2K box running Small Business Server. SQLServer is running on a different box.
The Enterprise Manager used to work on the Small Business Server. At some point we had to reinstall the SBS (due to virus attack...) and then all the other software that we needed on the SBS. Enterprise Manager is not working since then.

I got some instructions from Microsoft on how to unregister/register some .dll files from
Program Files\Microsoft SQL\Server\80\Tools\Binn directory.
I'm tempted to try that, first.
