Can not enable remote shelf

Hi guys,
I have a carrier remote shelf that was working for years and all of a sudden took a crap. I have done some troubleshooting on this but still end up with the same error. I basically can not enable the xpec for the remote shelf. This connection is made with a local carrier interface card in the main switch, and a remote carrier interface card in the far end switch, this remoter card acts like a controller card. I try to enxp 5, but end up getting sdl2110 reason 5, pswv failure.
Any ideas what this could be, I know theres a ton of things but I am thinking this is a switch problem and not physical connection issue.
 
You probably need to get the MMI working and try some of those maintenance commands and look at the configuration on the LCI and RMI
 
Can you post a print out of the Superloop programming? And the XPEC programming from ld 97
 
Sorry I disappeared all day..I just walked in. Finally got the xpec downloaded. There is no rhyme or reason to this thing..carrier one downloaded the xpec but no calls with 0 in alarm..then we finally got 0 to download..using same hardware that previously failed. This is all in loop 60 now.. Had no conf/TDS cards in group 1! Got cards and phones still have no dial tone. Moved to loop 24 .. Finally Got dial tone, but with a horribly loud screeching grinding noise on all sets in remote shelf! Keys hardly even respond with all the distortion. Crazy!

Well, that all looks good except for the controllers being disabled for loops 4 and 24. This is obviously an Option 81. Maybe it's a network group issue but that would really be stretching it. Are you using FIJI Cards? If so do the rings look good?
 
4 and 24 were the old remote loops that they are not using anymore, and also the loops I've been moving stuff around to and testing.
We are using fiji cards and the rings look fine. I reseated my clock controllers today as well but made no difference.
 
That's weird, maybe a 3PE card? But you have standard Superloops and they are working fine, right? Any idea what may have caused this? An upgrade or something? I'm grasping here, sorry.
 
Been on another down system for the past two days. I was finally able to resolve the xpec and static issues. Basically what happened was that carrier 0 on both cables that were on site did not work anymore. The customer has been having sporatic static on these sets for a while now, so I think carrier 0 has been degrading for a while for some reason. We are now using new RCI and LCI cards as well.
This was a pain because there are so many points of failure in this building and I am still getting false readings. For example, when I loop back carrier 0 on the local side, the light never goes out, very misleading! Apparently the loop back is actually good, even though the C0 light is still lit. I have a loopback plug in the local side on Carrier 0 now and we are using carrier 1 with no issues. (**No loopback plug on carrier 0 of the remote side**) We also had a bad RCI card as well originally.
Come to find out a week later that the building had a few power issues the same morning this all went down.
