Can not dial out from pbx 2

Hi All,
I have a Nortel Meridian 1 61C PBX, and I can not dial out from any of extensions, I dial 9 346 xxxx for a local call and all I get is a busy signal, I tested my trunks and they work ok as long as they are not connected to the pbx, when the trunks are connected to the pbx, my ground start trunks become loop start when I test them at the D Mark with my butt set, I replaced the trunk cards, but did not correct the problem, my T1 is working correctly. What ld can I go to and check and try and find out what is going on and fix this problem.
Any help would be greatly appreicated.

couple of thoughts, do you get busy after the 7th digit? is so bars in therem unless you have a deny ti the seventh digit.. i would ld 135 scpu, see if it's side related... then ld 21 ltm. get routes, prt one (local) route, print that, grab the acod, go to ld 80 trac 0 xxxx, with xxxx =to the acod.. that will stat all the members of that route... try a local and ld, don't take anyones word for it, note when the busy hits and post a few of those findings

I went to ld 135 and did a scpu and the PBX switched cpu's, I did this 3 0r 4 times and tried to dial out and with no luck, I did a ld 21 and did a ltm and it diplayed all of my trunks, I have nine incoming only, and six outgoing only trunks and eight two-way trunks and now I have a T1 it is a point to point, my T1 in my PBX is connected to another PBX at a different location in the state. My incoming trunks are working.
When I dial a phone number like 9 346 xxxx there is a long pause before the busy signal starts and also the M3904 displayes the following message on the screen, Release and try again and hangs up after a short time.
You stated to print one, did you mean by the tn#, did not grab acod, is there a certain ld they are located, I,m still trying to find out what my PWD2 is.

If your Ground start become loop start sounds like there is a Dee's or Gordon-kapes unit somewhere in line with the trunks in powerfail mode or the console in emergency transfer.
 
after you do a ltm, in 21 prt rdb. then the route number.. that is where you see the acod.. and you can trac that in load 80.. because of the long pause, your software is right, that didn't change.. i would go to ld 32 and stat x x x x each of my trunks and disu the idle ones.. you may have just one trunk that is stopping the outbound.. after you have the tn's you can stat the card in 32...

John, I did find a trunk that was doing some strange things and I hope I got it fixed, it is still working this morning, Thanks again John

Jhenley, you were also right, I do have a Power Failier unit in line with my trunks, a TelLabs unit is furnishing power to it and shut it down and brought it back up just to make sure that I covered all the bases.
