Can not dial out from NORSTAR Phone

I have a set of phones with three lines.
the 3rd line can dial out and receive calls just fine.
The first two, when selected, gives you ring tone, but when you dial 9 then 1 and then the number (like we are suppose to), i get dead air.
Each line is set with 00 restrictions.
Any idea?

The first step I would take is to check the lies at the Telco interface with the lines disconnected from the system. See if it does the same or works fine, that should point you to the next step.

Can you receive calls on lines 1 and 2? If not check the lines at the dmarc location.
