Can not dial a specific number

There is a specific number which is a toll free number that we can not dial from our system. It is set up in the ars ana table exactly like the entry for 1800 but when we dial it we are able to dial the entire string then we get a busy signal. It can be dialed successfully from any cell phone we use. It is a 1866 toll free number. I can dial any other 1866 number with no problem even with the same prefix. Is there any where else in the AVAYA CM system this could be blocked? We are on CM 5.1.
 
This is usually a carrier issue.

In all cases, you should have toll free numbers route to local carriers (The so-called "baby bells", or what's left of them). If you send a toll free call to say, AT&T, and the provider of that toll free number is Sprint, then the call will not reach it's destination. A lot of toll free calls will complete but not all.

Local carriers have to be connected to the databases that route toll free calls. LD carriers do not.

Thanks. I had also sent this information to our carrier rep so hopefully she will get it corrected.
 
Look in the ARS Digit Conversion table to make sure the switch is not changing the number. Try putting a trace up on your station (list trace station xxxx) and dial the number. Compare the number dialed to the digits aent. Make sure you are going out over a 'local' trunk group.

It was a carrier issue. We can now call this number.
