can not connect from any wi-fi device to cisco aironet 1310 wirless access point/ bridge

Dear all,
i have a cisco aironet 1310 wirless access point/ bridge. though i configure it as access point. it can n't broadcast it SSID. note that there is no dhcp sever connected with this network.

But when aironet connect to another network (where dhcp server included) it seems oki.

what are the problem ?

How i would recovery it
