Can not configure Sharepoint Central Administration

Hi I have installed Sharepoint on my laptop running under Windows 2003 server but when I try to go to Sharepoint Central Administration I get a 402 UNAUTHORIZED error in the browser.
Can anyone help?

have you removed Internet Explorer Enhanced Security configuration from Windows components? If you plan to do any work on the SharePoint server then I'd suggest you remove it anyway otherwise you will spend many happy hours typing in your user credentials or adding every site to trusted sites...

Is the 2003 server a member server and are you a member of the local admins?
 
Yes I removed this "feature" and it still did not resolve the issue.

I've reinstalled Sharepoint and now it is mysteriously working ok so I can only assume that something went wrong with the original install.
