Can I reject mail from internet addresses?

I have a customer that is getting a lot of junk e-mail from one internet address in particular. When I go to her delivery restrictions tab, and click modify under reject messages from...I can only browse for users in our corporate address list. How can I add an internet address in that field?
 
open exchange admin. select file and new custom receiptent. select internet address. the email account should appear in the list.................

 
When I do that, it just gives me the option to create a new internet address in my GAL. Is there a way to do it, without creating an external recipient on my server? Let me give you the exact scenario. Jane Doe does not want to recieve anymore "junk" email from advalorem4u@worldnet.att.net. In Exchange Administrator, can I block that 1 address from sending anything to Jane without having to change her SMTP address or something of that nature?
 
Go to Connection/Internet Mail Service/Connections/MessageFiltering

Add whatever address you like.
If you want the entire hotmail.com blocked, enter
@hotmail.com
