Can I disassociate a workgroup file in Microsoft Access?

I took over management of a number of Access databases for someone, and I want to get rid of the permissions system that he used. Is there a way to disassociate a workgroup information file in Microsoft Access but still be able to get into the database? I was able to clear the password (for Admin and users) so that I can open a database without being prompted for a login username and password. But Access is still using the workgroup information file that he created to open the databases. I want to be able to reset the workgroup information back to system.mdw and still open my databases. Does anyone know of a way to do this? Without creating a new database for every existing db (there are probably hundreds) and importing all of the objects?
 
Are you using the /wrkgrp switch on a shortcut to open the database?
 
What's going on is we are using Access 2000 and 97 (2000 for new databases, and 97 for older ones). I've joined the permissions.mdw file (that has our application specific permissions) to both WRKGADM.exe for Access 97 and Access 2000. Because we sometimes have to go back and forth (while we are in the conversion process), I have found that when you open Access 2000, it resets your 97 workgroup admin file to the default system.mdw. I either need to find a way to stop it from resetting, or disassociate it from the permissions.mdw file altogether. I've set a few people up with the shortcut using /wrkgrp, but then they have to use this to open all databases instead of just opening the database from the file itself. Is this really the only solution?

I created a separate 'switchboard' database with a form containing buttons that open each of our databases. I give everyone a shortcut to the switchboard database using the workgroup switch. This way all of the databases are opened using the workgroup.
 
The shortcut TARGET property should contain something along these lines.

"C:\Program Files\Microsoft Office\Access2000\Office\Msaccess.exe" "F:\GROUPS\SDV\DMATS\test\V01-Q2-00.2\Dmats2000.mdb" /USER Guest /WRKGRP "F:\GROUPS\SDV\DMATS\test\V01-Q2-00.2\system.mdw"

the switches delimit a command so you are telling Access with the /WRKGRP switch that you want it to use the "F:\GROUPS\SDV\DMATS\test\V01-Q2-00.2\system.mdw"
workgroup.

The switchboard idea sounds good, but won't work for me. I've got people in remote sites with local databases. They need to be able to get into all of their databases (that use the particular workgroup file), both 97 and 2000, and because of the workgroup information resetting by Access 2000, they can't always get into the 97 ones. I am able to create the short cut and that works, but I would rather just find a way to eliminate the security on all databases. I am able to clear all passwords, but can't find a way to open databases using the system.mdw default file after it has been using a different one.
