Can I create group w/outside recipients?

I need to create a group in Exchange to go to internet recipients as well as local mailboxes. The catch is that I don't want to create a global account for every person that gets an email. This list will be large enough so that creating global accounts is not practical. Any solutions out there?
 
I helped a user use Outlook 2K and setup a personal Distribution list with outside and inside contacts. They shared the mailbox between users in the department and shared the distribution list. Outside users were maintained in a contacts folder.
 
Create a DL, next for each user create aCustom Recipient and select Internet mail. Next fill out his/her specifics and add the distribution list group you just created for them, also if you don't want them to be seen in you Global address list hide them from it.
