Can I avoid the Encoding that vs.net imposes on every page

Is it possible to avoid the Encoding that VS.net
imposes on every page, so that input and output remain the same - if I hand code the page everything is OK. Or alternitavly is it possible to have more than 1 charset per page?
 
Which encoding are you referring to? What type of page?
 
I have had to use the + sign to concatenate strings in VB on the ASPX page because VS studio would insist on turning my ampersands & into the HTML encoded &. I wish I new how to turn this off because it is annoying.
