can filemaker solutions be comercialized ?

i have been developing this payroll application for a large company in a certain country.
there's a lot of complex regulations and an intricate tax system. Finally, after about 2 months of development, i have reached a fairly comprehensive solution.

i was told that there was demand for such products in the market, but i was wondering if you can create a software package in filemaker that can be sold and distributed,

With the developer edition of Filemaker you can create standalone runtime applications that can be run without having FMpro installed, these are royalty-free and can be sold by you, however all these applications are single user.

Is it true that single user is the only possible deployment with FileMaker Developer edition? What would one have to do to deploy multi-user applications?
