Can Exchange be set up so that the Administator gets a copy of all emails sent to external addresses please.

Not using Exchange, no. There may be some third party software that could do it.

In some countries it is illegal to snoop on emails in this manner.

There isn't anything that is native within Exchange server which will allow you to have SMTP sent to a specific mailbox. However you can turn Message Archival which will log all inbound and outbound SMTP messages. From within the Exchange Administrator perform the following steps:

Find your Connections folder. Within your Connections folder should be a connector called "Internet Mail Service." Double-click and open it up. Go to the Diagnostic Logging tab. One of the Diagnostic Logging options is "Message Archival" Select this option and specify a logging level of "MAXIMUM" Now click OK.

Before this will take effect you must restart the MSExchangeIMC service. Go into My Computer->Control Panel->Services Find the Microsoft Exchange Internet Mail Service. Stop it and start it again.

Now all SMTP messages are being logged. To view them go into the \EXCHSRV\IMCDATA directory. Within the IN directory will be a sub-directory called ARCHIVE. This is where all your inbound messages are being kept. Within the OUT directory will be a sub-directory called ARCHIVE. This is where all your outbound messages are being kept.

Keep in mind that this can fill up your hard drive fast, depending on the volumne of messages that go through your IMC and the size of any attachments.

Also I will concur that it is not legal to view e-mail messages in most countries for any other purpose than diagnostics.

Thanks for the replies. Unfortunately here in Engalnd the government wants the powers to compel all email sources to archive their emails to allow the government to fight crime! It's just Big Brother and 1984 but 17 years too late.

Archive messages using the client archive facility, rather than the server side. It is not law yet and hopefully won't be - otherwise every ISP will have to buy lots more hard disks to archive every email sent!

Go to Microsoft.com and copy the directions for implementing Exchange journaling. You must have service pack 1 installed. This will give you a copy of each email that passes the mta in or out. only a few things such as ndr's etc will be left out. This can be a large overhead on a busy server.
