Can any exchange server receive mail for entire site?

We have 2 active directory sites, 1 exchange site. If we shut down all servers in one site, is it possible to configure the exchange server in the other windows site to accept this email temporarily while the other server is down?

Modify your DNS mx records to have a metric of 10 for the first server and 20 for the second.

Of course this will only work for incoming internet mail.
