Can add user in new DC

I get this error while trying to create a new user. I do not have a GPO or anything created. Al I want is to create 5 users. No need for GPO or something fancy:

the password does not meet the policy requirements.check the minimum password length, password complexity and password requirements.

I have a new DC and changed the Domain Security Policy as follows:
Max pass age=not defined
Minimum password length=2
Pass must meet complexity req=enabled

What am I doing wrong? Please help. Thank you in advance

My guess is you are getting tripped up with the settigns you have specified. You are setting password complexity to be on which requires a MINIMUM of 3 out of 4 character sets: uppercase, lower case, numbers, symbols.

You have set a minimum password length of 2 which is in contradiction to the complexity requirement. Try setting a password like this: Abcd1234 and I bet it will work.

You should verify that your DEFAULT DOMAIN POLICY (created by Microsoft when you set up AD) agrees with what you believe are your password settings too.

Thank you. The passwrod ABCD1234 worked however I cant leave it like that. I have changed the Pass to 2 but still does not work. Any ither ideas?

As mark said, your password setting of two conflicts with the complexity requirements that you have enabled. If you want to keep the password length at 2, you will need to set the complexity to disabled.
 
I did but now even with ABCD1234 it does not work. I have
Enforce pass hist=1
Maximum password age=not defined
minimum password age-not defined
minimum password length=2
pass must meet complexity=disabled
store passwrd=not defined
I dont get it. What is the trick to pass this error.

Have you refreshed group policy on your domain controller(s)?

gpupdate /force
