I have a range of 100 DID numbers that I need to send to a SDN Application in CP. Let's say the range is 317-484-3000 to 3099. Can I create an SDN of 317-484-30XX (XX either being blank or....)and hope that anyone calling from the 3000 to 3099 range will hit the SDN of 30XX and be routed to that app?

If im reading your post correctly, you would need to IDC (ld 49) all the numbers in the DID range to whichever 4 digit number you decide to use as your SDN, otherwise the calls will flow to the CVTN which is most likely the operator.

To capture calls FROM those numbers you would have to have Symposium/Call manager in place and build a script, the PBX will not do that. If those are numbers within your PBX, HcaAdmin's idea is a good way to do it for inbound calls.

Yes, you can do that by creating an ACD DN within the range of your DID numbers and define your voicemail access number to the created ACD DN's NCFW.
