Can a 3903 forward 2 lines at once?

I have a department that wants to forward 5607 and 6321(both on the same phone) to 7305, but so far on the phone I can only get 5607 to forward. Is that a limitation of the 3903 set?
I guess if I have to I'll do 6321 FNA to 7305

yes they should both forward, this would be a better setup with mcr as opposed to scr

I can't get a mcr to forward unless it is programmed and marped on key 0 of the phone.

They would forward in a rollover situation. But a direct call to 6321 will ring on that phone. My key 0 is 7098 and my key 1 is 27098. When I forward my phone, and I call 27098, it rings at my phone.
