Is this the only solution on sending the did information to the 911 Help personnels?

With certain LEC's, yes. There are some flavors of CO out there with certain LEC's where the LEC chose not to purchase the software to allow PRI based calls to be translated to the PSAP trunks correctly. The MAJORITY of LECs/COs should be able to get a call from a PRI to the PSAP correctly. In general, PRI is a better and more cost effective solution, but until those holdout CO's are upgraded, you may not have a choice.

I have setup a 911 Onsite Notification. I had to change 9-911 to 911 to make it work. Is it possible to set OSN with dialing 9911 instead of 911? Customer is complaining that they are getting couple of bogus 911 calls.

With ESA/OSN you can have 9-911 and 911 dialing but not 9-911 instead of 911 dialing. ESA/OSN (ld 24) has a mind of its' own. Digits are sent out the trunk as dialed and TGAR values are ignored.

Keep the TGAR issue in mind when activating ESA/OSN on systems with TDM remote sites such as Mini-Carrier Remote, Carrier Remote, Fiber Remote or RPE.

To the problem of bogus 911 calls with ESA/OSN being active I have a solution. It's simple yet detailed. When I get chance to type it up I'll post it here for review.
