Calls get a busy signal and not going to Voicemail when on the phone 2

I have a user that when he is on the phone, if an external call comes in, the person calling in gets a busy signal. If someone internally calls, then they will go to VM.

I am using BCM50 Ver. 6.0.2.05.237. I have 8 lines. Lines 1-6 are for Company A,Line 7 is for the fire alarm, and Line 8 is for Company B, and is the line in question. All lines are VOIP provided by a T1. The BEM is Ver. 2.05.0.0 build smbmain000ad50.

I am new to working with phones, so I apologize ahead of time for any ignorant questions.

A separate issue I am having is that Caller ID does not come through any calls. I can see the phone # calling, both internal and external calls, but no names from internal users or from external users. Any thoughts?
 
If people are calling and getting busy signals then either all your lines are in use or you don't have your lines hunting properly from your carrier. It sounds to me like lines 1-6 should be in a hunt group, meaning when line 1 is busy it should roll to line 2 and when line 2 is busy roll to line 3 and so on. The line 7 shouldn't be on the phone system at all if it's used for the fire panel. Finally your CLID issue, all Norstar's / BCM systems only show either the number or name you cannot make it display both at the same time. It has always been a system flaw and it never got corrected all the way til the end. You are able to change if you want to see the name or number though on a per set basis fairly easy if your familiar with the programming.

Jeremy, thanks for the education! So with Line 8, which is the issue the user is complaining about, should anyone calling that line when it is in use get voice mail, or should it be busy? I would think that if internal users calling get voice mail, then external users should get voice mail as well, unless the system does not allow that. I know some phone systems I have used in the past had a separate message when lines were busy, and I was hoping this system might be able to do the same. Thanks again for what ever help you can provide!

Line 8 is a stand alone line and if in use the outside caller will get a busy this is not the same as an internal call. The phone system can not control the rolling or external VM on lines this is done by your provider. You can have them add a VM to the line so when in use it will go to the external VM. When the line is busy it's busy period.
 
The CLID the system is set up to show the name first if the CO is sending it and if not you will get the number . Sounds like you are only paying for the number ,check with you provider on that too.
