Calls from Optimum fail when going over cdp

I have an asterisk system setup connected to my CS 1000m via CDP pri tie line. When calls come from Optimum into an Asterisk set they get re routed to the receptionist instead of going over the tie line. If I change the Tie between the Nortel and the Asterisk to SIP, then the calls go thru fine from Optimum. My DSEL on the PRI TIE to Asterisk is VCE, I was going to change it to 3vce and see if that helps..any ideas?
