Calls Dropping

I am having some problem with a certain local area.
I think it might be the local CO but not sure was not able to get a hold of the local CO yet. When I call this certain local area prefixes are 646 and 645 it just drops my call as if I am not getting anywhere.
When i make a call it just sit there with no ring and then times out after about 15 seconds. It was working this morning and all of a sudden it just stopped working. So what would you think it be. Can it be my local CO or maybe one of my port is bad on the CSU or something?

Oh and by the way I tried it on about 10 different station and they are getting all the same problem as long as it is to those two prefixes.

what switch do you have and RLS ??

I have a nortel 11c rls. 25.3. It seems that the problem has been fixed. I think it might have been a carrier problem but it works now. Thanks for responding though I really appreciate it.
