Calls do not drop after a person leaves a message on VM

I am using a partner mail vs and when a call is answered and a message is left the caller hangs up but the phone system does not. It records the sound of a line off the hook for about a minute or more. Anyone have any suggestions?
 
There isn't any settings in the Partner System (phone or voicemail)that will help with the disconnect. Try the provider.
 
It seems that the LEC isn't sending a positive disconnect to signal to the telephone system to cause the system to release the line. T1 users that require loop-start signaling for the individual voice channels often experience this same problem. This should not happen with POTS lines.

As 1043 suggested, contact the LEC for resolution.
 
This problem is on plain old copper lines.
 
See if those POTS lines got changed to pair gain, and no longer get the open loop disconnect, sometimes called COD (like the fish) for Cutoff On Disconnect.
 
check out sandmans site I seem to recall hem selling something to correct that
