Callmanager express least cost routing

I have a problem with a calmanager express setup. I have 2 sites both running CME. I can dial any internal extension from either site but i can't get the calls working if I dial from site A to a local number in the site B area. I can see the call coming into router B and then matching the dialler peer but I then get the fast busy at the phone on site A. i can't test from site B to local area A as they don’t have any PSTN connection for a couple of weeks.

any help on why the call is failing appreciated
