calling 911 displays no ANI

Something missing! I'm having an issue sending any ANI to the 911 operators. Here's what I have

CS1000 6.0 w/geo redundancy.
Site A has a PRI
the central office controls their CLID and it sends the billing number to 911, the PBX has no control over that. It works fine in all scenarios. The sets are ERL 0 and use LD 24.

Site B has their own PRI
non-911 calls (regular clid) displays Site A's main number, There is only 1 table built in the PBX and it does this fine. Regular CLID calls are no problem.
911 calls are supposed to display a different number, and this is where it fails. No ANI is sent at all in this scenario.

Here is the CLID table and info from the ERL table & the phone. ERL is 5 for this site.

I thought the Static ELIN is what I program to show the right number to 911.

Where have I gone wrong?

Thank you, I really didn't think it was in the CLID table. But this is my first where the main CLID # differs from the 911 number. We'll be testing tomorrow night! Thanks for the direction. If I'm reading correctly I'm going to try this:
