Is there any way that the AVAYA system would present User Name to the Public Switch Telephone Network?

One of our employees receives User Name from our AVAYA CM on his Cell Phone. He says he does not have these employees programmed on his phone.

I also recognized the Cell Phone has the word SMART on the Display.

I understand this may Off Topic and Apologize for Any Inconvenience.

Yea, it can. Carrier needs to allow it and furthermore present it to the mobile.

Intercarrier stuff is tricky and they may not support name between them, but if your PRI and mobile are on the same carrier, it's very possible.

Interesting
I have been told
Cellphone caller ID only shows the caller ID of the people in your contact list.
They do not access the NAM database to show caller IDs.
What is also interesting, ASA has the name as Smith, John and the cell phone displays Johnny Smith which lead me to believe the name was on his Contact List.
Johnny Smith is not on his Contact List.

Well, it's true the cell phone will match a number on incoming caller ID to a contact.

It's also true that cell phones can receive name display from the carrier if their carrier supports it.

It could also be true that Johnny Smith's DID was ported over. Like, Johnny Smith ported his number to your PRI when he moved into your old folks home that you manage or when Johnny Smith ported his number to your PRI when he joined your real estate brokerage firm or something. Always possible the carrier has a named entry for that DID if it found its way onto your circuits in some capacity like that.

Thank You for Your Time.
Not All Phones are getting the Caller ID.
PRI and mobile are on the same carrier (AT&T).
"smart" Caller ID is a Samsung Option.
Interesting Anomaly
