Is there a way to get numbers outside of our system, such as my cell-phone or another number with caller-id activated, to show up as the name instead of the number on the phone display when they dial in?
 
Or, is there a way to hard code a caller-id display from a specific outside incoming call number?
 
Yes - we do this for calls from our external Help Desk provider. We have a dummy station set up in the system - see below for all settings:

First it depends on whether that user makes a call to you with a carrier that delivers Name data. Then the same issue applies to your systems trunk carrier and whether they deliver name data.
I have noticed that I get name delivery from my Avaya contacts so we are apparently set up for it. However it is rare that I see names from outside lines delivered to my display. I'm betting it will be more prevalent as the use of SIP trunking expands.

It's my suspicion that Avaya may be using some Public SIP Trunks.
 
You could do something useing "off pbx station". You would assigned the phone number to a person extension. Then any time they called into the office. The person they where calling would see your name and extension pop up on there phone.
