Client running IP Office wants to have incoming Caller IDs inserted into a Table in Oracle Database. Is that possible and what licenses are required?

Yes
they need to write a program to read the SMDR output form the IPO (once Enabled) that inserts it into the database
unfortunately writing such a program is outside the area of expertise of most PABX Maintainers

Or TAPI.

the integrater will need to write a TAPI Daemon to grab the CLI field and populate into their DB. A CTI Pro licence will be needed.

Other option is to pass call through VM Pro and grab $CLI and write it into the DB. This will need a DB VM Pro licence or Advanced licence depending on version of IPO.

All of the above will work but using the SMDR output is easier (& Cheaper)

Method also dependent on if you need CID info during the call, or if after the call is OK. If data needs to be in place during the call, SMDR won't work.

I think the VM Pro option is most suitable as they want the CLI info during the call. They are running IPO 500 v2 Release 8.1. Which license is required?

What about trying to find it yourself?
Your questions do not really look like you did try to find some info.
