I have been trying to get caller ID blocking working at our organization but I am running into issues. I have created a test RP that exactly matches my cell phone and restricted name and line ID presentation. My cell phone will ring about half a ring and then stop and then do it again, all while I have fast busy on the Cisco phone. Sometimes I will hear my cell phone voicemail kick in for about a second and then cut out and then get a fast busy. I have read many documents regarding setting this up and it seems to be straight forward. As soon as I allow line ID and name presentation, the call completes successfully.
