Call transfer to ext which is forwarded puts call on hold...

Have an IPO 406 (V1) running 2.1 (27). We have multiple users whom are set for unconditional call forward. When from inside the building we dial the ext, the call goes to their cell as intended. However, when we attempt to transfer a call to that ext, the call gets put on hold and does not transfer.

We are using analog 16 module for trunks and the "allow forwarding" is selected. I'm not sure what else to take a look at to the root of the problem. Suggestions?
 
Found out it allocated answer time and the transfer return time.

Ta-da!
