Call Transfer Issue

Here is my issue. Someone Calls in from the PSTN to a end user DID. That user then transfers the caller to another users extension. This other user is not available to take the call and it should go to VM after 4 rings. But, after 4 rings nothing happens. Like the call disconnects. This is happening at the sites that do not use Auto Attendants. Any sites that use Auto Attendants seem to be working fine. Also, The sites that are having the issue have BCMs. This started happening after Nortel applied patches a couple months back.

Does this happen to every call transferred or only some extensions?

This happens for any call from the PSTN to a DID. THe person picks up and needs to transfer the call to another internal extension. It will ring the other internal extension 4 times and then hang up. It should ring 4 times then transfer to Voice Mail. Also, Our Voice Mail is handled by Microsoft OCS.
 
is this only with transfered calls? what if you just dial and wait 4 rings - does voice mail answer ok then?
 
Yes this is only with transfered calls from the PSTN. If you transfer from internal it works. If you dial from the PSTN to a DID it goes to VM like it should.
 
might be a trunk to trunk restriction.

Post TN from incoming route and TN to OCS Voice mail

Then Post incoming route and route to OCCS voice mail
