Call transfer issue in ISDN line

Hi,
I have an IPO 500 V2, ver. 10.0.0.1, 1 E1 connectivity. While operator (1416 console) calling an outside no. using E1 trunk line and then transferring it to an extension, complete option not working until any of the party answering. When anyone of the caller either it's the extension or outside party answered the call then the call complete works. In case of analog trunk transfer complete working fine when both side ringing. What should be the cause of it?
 
E1 gives call status information to the system, so if the call is not actually connect (ringing) there is nothing to transfer to another extension (and a rude thing to do anyway)

Analog trunks do not give this call status to the system, so once dialing has completed, you can put the ringing call on hold, park, conference, transfer, whatever

Thanks for the reply. I got it. So that means there is no way resolve it.
 
If I answered a call and heard ringtone or holdmusic (because you had transferred it without letting me answer) I would hang up assuming it's a crank call or someone up to no good, as would most people, that's why it doesnt work like that :)
