call to DND phone does not go to voicemail

This is on a Nortel MICS system, StarTalk Flash (4 port) voicemail system.

I would have expected that if a phone was set to DND a call transfered to it would go directly to voicemail. Instead the calling extension gets a "do not disturb" message instead.

Is there a way to configure the system so that when an extension is DND calls transferred to it go to voicemail automatically?
 
Using Do Not Disturb:
Once you turn Do Not Disturb on, calls are forwarded to the
prime telephone only if there is no other telephone on which
the line appears. If there is another telephone that shares the same line, the call may be answered by that person. (The
Delayed Ring Transfer feature transfers all unanswered calls
to the prime telephone after a specified time.)

Do Not Disturb prevents voice calls from alerting at your
telephone. Voice calls are presented as normal intercom calls.

Stopping calls
Press Feature85 to stop calls from ringing at your
telephone. Only priority calls ring at your telephone. A line button flashes when you receive a call, but the call does not ring.


Changing the Fowarding capability on a phone
To enter a programming session, follow the next few simple steps:

1) Press FEATURE * * 2 6 6 3 4 4
2) Enter Password: 2 6 6 3 4 4
Display will read: " Terminals & Sets"
3) Press: SHOW
Display will read: "Show Set"
Enter the extension number that you want to change
4) Press: SHOW
Display will read: "The extension number and the current name"
5) Press: SHOW
Display will read: "Line Access"
7) Press: NEXT
Display will read: "Capabilities"
8) Press: SHOW
Display will read: "Fwd no Answer"
9) Press: SHOW
Display will read: "Forward to: ___"
Enter the extension number for where you want the calls to go
10) Press: NEXT
Display will read: "Forward delay: __"
Enter the number of rings
11) Press: NEXT
Display will read: "Forward on busy"
12) Press: SHOW
Display will read: "Forward to: __"
Press the change "softkey" and enter the
extension for where you want the calls to call

I thank you for your time but unfortunately it doesn't answer my question.

I already have fwd no answer and fwd on busy set to go to set 251 (voicemail) - Feature 85 *is* DND; they are one and the same.

If I have DND set and someone tries to transfer a call to me or page me, they get a "DND" message on their phone. I would like for them to be sent directly to my voicemail if I have DND set.

I've been going through the various manuals we have but haven't found the answer yet. Unfortunately it's not as obvious as setting a "Forward on DND:" menu option. :)
