I want to route all external calls to 07 numbers out on 1 line
Would this be correct ?

ARS route
Route Name - 52:BT
Code - ?
Feature - Dial
Telephone Number - .
Line Group Id - 1

Shortcode of 07XXXXXXXXX
Feature - Dial
Telephone Number - 07N
Line Group Id -

Also, how do I block calls to certain numbers (premium rate)
 
That will work yes or you could use the . again:

07N or 07xxxxxxxxx
Dial
.

That will work too, to block numbers use:

09N
Call Barred
. (this part doesn't really matter)

That would block anyone dialling premium rate 09 numbers :)

 
Sorry , feature is barred not call barred (called busy in older firmwares) :)

 
Do I need to put anything in the Line Group Id if I want to block premium rate on all outgoing calls no matter what line is selected?
 
The premium numbers are being blocked ok when direct dialled but if a line is selected and the dialled it connects
 
So bar them in ARS instead, you never mentioned they manually selected lines either. If they are using Line appearence keys..... they shouldn't be, they suck 1980's style :)
