Call Restriction?

When dialing a users cell phone number within network it rings once then goes to voicemail. When dialing outside the network it functions correctly. What programming is preventing the call from going through in Mitel - any ideas?
 
The "Goes to Voicemail" confuses me.

Is the call being transferred by VM?

If not, how exactly is the call progressing through the system.

When you say VM. It is the Cell phone users VM?

If so, my best guess is the cell phone user is rejecting the call based on Caller ID (automatically or otherwise)
