Call Pilot 100 transfering calls - unwanted

Help,
I have a call pilot 100 w/22 mbx. I have 5 lines and a company greeting that comes on after 4 rings if no answer. Now, the problem is that sometimes if ext 221 is busy the line will forward to a random VM immediately. Ext 221 is the only ext set to ring and appear. all other extensions are appear only.
There are no CCR trees built, all lines using table 1 recording 1.
Any ideas on where to start? I could always reset the CP to factory and re record the company greeting as well as build all of the mailboxes again.
Any help is greatly appreciated.

First thing is check CFB in the MICS. It should be None.

CFB is off at ext 221. the other extensions need to use cfb and cfna.

Check the lines that are assigned to the another sets,one of them is set to ring instead of app & ring.

I have 2 sets that have A/R on all lines. All other sets are Appear only. I am still having the issue.
